Flat spot?

HI

I have got a 2003 gray import Honda VTR 1000Firestorm.The bike
Has got a flat spot from 6000rpm's to 9000rpm's?
We have checked the following:

Carbs was cleaned and tuned in
Needles was checked
Jets have been checked
Valve timing has been checked

All the above has been checked and is correct.
Can some one help and suggest something to me on how i can fix it?

Has it got an aftermarket exhaust and airfilter? two silencers or one? Has the airbox and filter been modified? Are all the hoses under the tank correctly positioned. and unkinked esp. the vacuum pipe.

has it been restricted? (in UK there are 33bhp kits fitted for learners)

Grey import? From where to where? Firestorm implies Europe, but as you list no location it's a bit unspecific, and most of the guys on this forum are US based...

Also like Wicky said, what parts are stock, what parts are not? Carb needles, airfilter are things that people tend to muck around with, without really knowing what they are doing...
