I agree but it's not unexpected. The FIM needs to make room for a South American round so one of the US rounds was on the block. I would have preferred it was Indy but I think they had more clout/money than Laguna.
Also not that many MotoGP riders don't care for Laguna and that goes back years. I recall Wayne Gardner referring to Laguna as a Motocross track!

Lagua is actuallly a really poor venue. They do not have the facility to support a world-level event. If they fiox that problem things will change. Until then, a top-notch location like Indy or Austin will always win.

If each track was exactly 30 minutes from your house, which would you want to do a track day on the most? I'm not arguing which has a better garage... From a fans point of view, watching Indy isn't very exciting, Laguna on the other hand:
