Flapper Mod?????

I was on VTR1000.org and was reading some of the posts on there and this came across my eyes and I cant figure out what these crazy brits are talking about......Here is one of the posts.

The PAIR system injects fresh air into the exhaust ports. This helps to burn any unburnt fuel in the exhaust and reduces emissions. There is normally a couple of reed valves on the head near the exhaust ports (SP1s have them for instance).

"Flappers are airbox intake valves. They are used (allegedly) to improve low down torque. In reality all they do is close off the airbox at 5000RPM (and strangle the engine) to quieten down the intake noise to help pass the noise tests. Disabling them (by plugging the vacuum tube that goes to the flapper diaphragm stops the valve from closing, and makes the engine a bit stronger in the midrange (after all, cutting off the air flow into the engine is never going to help it, is it?)."

They are talking the RC51, aka VTR1000SP1/SP2. They have a flapper in the intake track.
