Anybody tell me why

Was inspecting the bike today. (just bought it a couple of weeks ago) and noticed something really odd. There are 2 rads (left and right side) at the top of the rad is a bolt. For some reason there is a nylon strap about a foot long attached to these bolts. The bolt threw one end of the strap and a female end on the throttle side and the same on the clutch side but with a male end. They are not long enough to reach one another. Any thoughts on what this was for?

Tankbag is what I was thinking as well. Just seems odd. I will try to post a pic soon of it.

Someone got shafted and has a tank bag with no straps!

Maybe you could use them for something else... perhaps you could get a dog leash with a buckle on the end and then you could run your German Shepard and go for a ride all at once!
