RK1, what do you think about Arnold proposing giving us IOUs this year for our State Tax Returns? Does that mean I can give the state an IOU for my witholding?

I'm self employed and never send them a penny until the last possible minute so I won't be getting an IOU. I'd love to send them one when my taxes are due though.
