Apparently the Florida Highway Patrol has been ticketing people for flashing their headlights to warn oncoming drivers of an up coming speed trap.
The fine is about $100.
Fortunately, there is no law against doing this!
Seems like police harassment and/or revenue generation.

It's a good excuse to pull you over if you flash your high beams. The reason I pulled you over is that I thought you were signaling me to assist you. Oh is that a kilo of coke in your passenger seat

Either way, government sucks. See my sigline.

It's always small hand full of dumbasses that give the rest a bad name. Just like the tards on streetbikes that make everyone look at us sideways. In South Carolina there actually is a state law against that, drivers can be charged with "Failure to dim bright lights"

Its an adversarial relationship, the one between the police and the citizens. Not all cops are 9/11 heros and few of the citizens are sterling examples of righteousness. I am left with finding my way through the morass.
Put me on the jury. In my civic duty I'll come down on the side of 'reasonable' every time.
And I'll thank you for a quick flash on the road. I don't need a BS ticket for five over in a zone that was marked unreasonably slow. Cops counting coup is uncool.

There is a huge difference between the conversation and what you stated. These people are using their low beams, then quickly flashing their high beams to warn oncomers of a LEO conducting a speed trap. They are not using their high beams and failing to return to their low beams.

Evasion of what justice? The LEOs are writing tickets against a ficticious law.
If we're asking questions and analyzing this, are the LEOs properly conducting the speed controlled zone? Is there equipment properly calibrated and tested before use? Are there laws requiring lights to be on, are they following them?
Lots of questions.
Simple fact in this situation is: The LEOs are writing tickets to citizens, that are based on a Ficticious/False/FAKE law.

in order to have a clear discussion, it might be good to be on the same page regarding the specific law.

the justice they are evading is a result of their own light flashing actions.

What would the investigation be? What wrong doing have they done? A speed trap is just that, a trap, HOPING that you are doing something wrong. Then they could investigate.
I think you're reaching on this one.
