Look at the title of the video . He's wearing a Ghillie suit. Hunters wear them to blend in with their surroundings. Very odd thing to wear at a track, but funny.

 

My bad.... Googled "ghillie suit" and found it's what snipers wear (pretty much camo netting). Guess the guy was trying to hit Noriega that morning and didn't have time to change into his track leathers. Dude's got mad skills...

Hope he never falls off the track. The paramedics would never find him.
