Where is the cheapest place for me to buy jardine high-mounts for my 99 Hawk?

Try Motorcycle Accessory Warehouse. I bought mine from them about two years ago for my 98 and at that time no one could touch their price. You will need the factory Jardine part# for the type (Aluminum, Carbon, ot Titanium) and baffle (Street or Race)selection you want. http://www.jardineproducts.com/catalog/page7.asp

I have the Aluminum Oval Street baffle High mounts (part# 18-1009-122-02) and i am very pleased with my purchase. I have had zero problems with them. You have the option of keeping the rear foot pegs or removing them as i did. You also can keep the stock turn signals if you desire as they will barely clear the pipes.

The black ones are like $379 at starcycle.com

The black round high pipes are not as good a quality as the Oval. The oval ones fit better, and have a better bend behind your heal, which keeps your foot off the pipe.

Make sure the black ones you are looking at are oval, unless you actually want the round ones which are an older Jardine design.

The 16 series is round and not oval. The oval are better pipes
